Issue description

"SitePerProcessInteractiveBrowserTest.FullscreenElementInABAAndExitViaEscapeKey" is flaky.

FullscreenElementInABAAndExitViaEscapeKey and FullscreenElementInABAAndExitViaJS seem to be almost the same test, and both crash on

[28079:28079:0618/213156.625517:FATAL:delegated_frame_host.cc(387)] Check failed: CanCopyFromCompositingSurface().

I'm just going to mark this as a duplicate.
