[macViewsBrowser] Touch bar controls are missing

Chrome Version: 69.0.3464.0 Canary
OS: 10.13.4

What steps will reproduce the problem?
(1) Turn on #views-browser-windows

What is the expected result?
I should see buttons in the touch bar that match the controls in the toolbar when Chrome is the active application and I have a browser window open.

What happens instead?
I don't see any controls in the touch bar.
