8.7%-8.9% regression in xr.webxr.static at 567570:567603

Issue description

Bisect points pretty definitively to https://chromium-review.googlesource.com/1102357. However, looking at the one previous spike, it looks like some other change actually caused the regression briefly, the original CL landed and fixed it, and then the revert caused the regression to show up again. Will bisect the earlier spike to find the real culprit.

Culprit CL is https://chromium-review.googlesource.com/c/chromium/src/+/1101118. Not sure how this caused a Skia memory usage increase, but it's consistent across all WebXR sites and both devices.

It has gone down again for some of the tests. We can keep watching it for a bit and see whether the other tests go down, too.
Status: WontFix (was: Untriaged)
All affected graphs are down to previous levels and are staying there, so closing this.
