Clean up AudioDestinationNode

1. Add and clarify comments.
2. Reorder methods for the readability.
  (WebIDL, Inherited actions, Own actions, Getters,
   Member variables)

The priority of refactoring Web Audio API is quite low, also it only has two issues at this point. Not sure if having a tracker issue is appropriate.
