Show notifications when new printers are detected on the network on by default

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.25 Safari/537.36

Steps to reproduce the problem:
1. Goto settings -> Advanced -> Printing -> Google Cloud Print 
2. Show notifications when new printers are detected on the network will be enabled

What is the expected behavior?
This should be disabled by default and there needs to be a policy added here https://www.chromium.org/administrators/policy-list-3 to disable it.

What went wrong?
Its enabled.
