Hide button is not functional when recently closed tabs are scrolled up

Issue description

App Version: 69.0.3465.0 canary
iOS Version: 11.4, 10.3.3
Device: iPhones, iPads
URL: 

Precondition:
Browse at least 10 pages in different tabs and close to generate recent history

Steps to reproduce:
  1.  Launch chrome canary.
  2.  Go to Menu --> Tap on “Recent Tabs”
  3.  Scroll up recently closed history
  4.  Tap on “Hide” button

Observed results:
Notice that “Hide” button is not functional.

Expected results:
Hide button should be functional or should not be displayed on scrolling recent tabs.

Verified on chrome canary version 70.0.3518.0 and chrome beta version 69.0.3497.34, following steps mentioned in comment #0 on iPhone 6s plus with iOS 12 beta 6.  Hide button is functional.  Looks good.
