Embedded SVG is not repaint when its size is changed programmatically

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Launch Chromium
2. Go to https://codesandbox.io/s/qqm8wxnmz4
3. Change the size of the SVG using the slider
4. The SVG circle is not properly repainted
5. When hovering the SVG, the SVG is repainted

What is the expected behavior?
The SVG must be properly repainted when the slider is move.

What went wrong?
The SVG is not properly repainted

Did this work before? Yes Google Chrome - 66.0.3359.181

Does this work in other browsers? Yes

Chrome version: 67.0.3396.87  Channel: stable
OS Version: OS X 10.13.5
Flash Version:

I can't reproduce this in M-66 or M-67 or M-68.

sebastien.boulet@, could you try Chrome Canary and let us know if it is broken there? I do seem to recall some issue with failure to invalidate viewbox properties, but I would expect to be able to reproduce the failure.

i just checked on Chrome Canary and it works perfectly. 

This is strange you can't reproduce it. So I attached an animated gif to show the issue on Chrome 67.0.3396.87.

Based on the recording this appears to be a dupe of  issue 849080 .

I managed to bisect it to the (expected) range:

This should be fixed in M68.
