Not enough capacity on Nexus 6 Webview

Builders failed on:

The last 4 tests sharded to build203-b7--device3 are purple.  Seeing errors in the logs like:

Pending: 36044.8s  EXPIRED (lack of capacity) 

Looks like the runtime is too long? Ned, can you help triage?

build203-b7--device3 looks like it was quarantined for low_battery, but looks like it's charging above 80% now.

Hmm... Phone is still struggling to keep it's charge. Going to try swapping it to eliminate other possibilities of failure.

build203-b7--device3 looks ok now. In the end it looks like it was a single dodgy USB port. Replaced the hub.
