Non-Regression:Unnecessary scrollbar is seen for input methods section in OOBE

What steps will reproduce the problem?
(1)Recover build >> In OOBE /ubertray >> click on Keyboard text 
(2)Observe the Input methods section

Actual: Unnecessary scrollbar is seen for input methods section in OOBE
Expected: No such unnecessary scrollbar should be seen 

This is a Non-Regression as 'Input methods' section is seen in OOBE from M-69(69.0.3463.0)

Note: Issue is not seen in Linux,Windows OS
