Non-Regression: Notification is seen chopped when ubertray is collapsed and docked magnifier is enabled

Issue description

Chrome Version:69.0.3463.0/10797.0.0 dev-channel Peppy,Blaze,Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Take some screenshot and click on Ubertray
(2)Enable docked magnifier and click on collapse icon >. Observe Notification is seen chopped at the top

Actual: Notification is seen chopped when ubertray is collapsed and docked magnifier is enabled. Even though scrollbar is present, notification is chopped at the top

Expected: No such issue should be seen 

This is a Non-Regression issue seen from  69.0.3463.0/10793.0.0 dev

Yamaguchi-san has fixed this issue with the classic system tray, but it looks it is still alive on the unified system tray.

I think this happens right after enabling docked magnifier, and will not happen when hiding and then showing uber tray under the presence of docked magnifier.
(i.e. not reacting to on/off events of docked magnifier)
Let us know if this is not the case.

Hi Ahmed, what is the right way to observe the enable/disable status of the docked magnifier?
(I found it is not sent to DisplayConfigurationObserver which we use for detecting screen rotation.)

I mean "register event handler (=observer) to watch the staus and trigger upon its change" by "observe" here.
You can observe changes to the pref: "ash.docked_magnifier.enabled", but that's cumbersome as you need to track the currently active user pref service. We should define an observer.
