Non-Regression: Overlays misplacement is seen when changing the screen resolution and setting them to normal

Issue description

Chrome Version:69.0.3463.0/10797.0.0 dev-channel Peppy,Blaze,Kip
OS:Chrome OS 

What steps will reproduce the problem?
(1)Sign into user >> Open any overlay (For ex: Join WiFi overlay)
(2)Press Ctrl+Shift+(+) to max the screen resolution and set back to normal resolution  by Ctrl+Shift+0 and observe overlay misplacement

Actual: Over misplacement are seen when changing the resolutions and set them to normal
Expected: No such overlay misplacement should be seen 

This is a Non-Regression issue is seen from M-62

Note:
1.Issue is seen also for other Overlays like Pair Bluetooth device overlay,App info etc.. 
2.Issue is not applicable to Linux and Windows

This is basically working as intended. The bounds do not get saved on a per desktop size basis. As such it will be pulled in when the screen resolution shrinks, and it does not go back when the screen resolution increases again.

If this would get changed, we would need to remember for each window and for each screen resolution its bounds - which might also be confusing for the user. So I am not sure if we want this or not.
