Pre-condition: Enable "Use Views browser windows instead of Cocoa." flag in chrome://flags

Steps to reproduce:
1. Launch chrome, open DevTools window and move the mouse cursor in any textbox present.
2. Type any text in text-box without moving the mouse. 
3. Now click and hold the mouse I-beam pointer in textbox and release outside the text-box.
4. Observe.

Actual Result: Unnecessary I-beam pointer is seen outside the textbox after click and hold.
Expected Result: Arrow pointer should be seen outside the textbox.

This is Regression issue broken in 'M-69' and providing the bisect info below:

Good Build: 69.0.3447.0 (Revision: 563479)
Bad Build:  69.0.3448.0 (Revision: 563958)

You are probably looking for a change made after 563957 (known good), but no later than 563958 (first known bad).

Note:
1. Issue is seen in every textbox throughout the chrome.
2. Issue is also seen in M-69 Dev (build #69.0.3452.0).
3. Issue is not seen on Windows (7, 8, 8.1, 10) & Linux (14.04 LTS) OS.
