huddly-monitor is no longer able to power cycle huddly camera

Issue description

While huddly-monitor attempts to power cycle camera now, it fails, producing the following in the logs:

WARNING huddly-monitor[1302]: Failed to disable power on USB port 1
WARNING huddly-monitor[1302]: Failed to hotplug.
ERR huddly-monitor[1302]: Monitor thread terminated due to failure.

This is because huddly-monitor needs write access to /sys/class/gpio/ which was removed with 66548622ec053e942931ff23132da8b1211eea87

Restore huddly-monitor's ability to reset cameras

Huddly monitor needs write access to /sys/class/gpio/ in order to
be able to power-cycle huddly camera. This CL changes bind mount of
/sys from read-only to writeable.

BUG=chromium:854131
TEST=Verified on a device that huddly-monitor power cycles huddly
  camera corretly.
