Regression : Unwanted square symbol is seen in the tab's title bar on chrome://histogram page.

Issue description

Chrome Version : 69.0.3465.0 (Official Build) afc58bd4f30a4cfcc0a11c73e3198f25ff133b1e-refs/branch-heads/3465@{#1} 32/64 bit
OS : Windows 7, Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://histograms page.
2. Observe the title in tab's title bar.

Actual Result : Unwanted square symbol is seen in the tab's title bar on chrome://histogram page.

Expected Result : Instead, proper icon should be seen in the tab's title bar on chrome://histogram page.

This is a regression issue, broken in M-68 series and providing the bisect using per-revision script :
Good Build : 68.0.3433.0  (Revision : 559328)
Bad Build : 68.0.3434.0  (Revision : 559775)

You are probably looking for a change made after 559503 (known good), but no later than 559504 (first known bad).

Note : Issue is only seen on Win-7 & Linux 14.04 LTS OS and the same is not observed in Win(8, 8.1, 10) and Mac(10.12.6, 10.13.1, 10.13.5, 10.13.6) machines.

It's supposed to be an emoji! The fact that it's not rendering on linux is ont a "bug" I think is worth fixing.

While this is minor, I'm reopening -- sorry :)

Please try to avoid emoji in tab titles; in addition to poor cross-platform support, this looks bad even on supported platforms, since the emoji in question appears right next to the default favicon, which is supposed to be the representative image for the page (but in this case is not set).  Emoji can also hinder accessibility.

Instead, if you'd like to show a custom image, setting the favicon to that image will work better everywhere.
