OS: Mac 10.13.3 and Windows 10
What steps will reproduce the problem?
(1) Launch Chrome.
(2) Enable the flags #ntp-backgrounds and #ntp-icons and relaunch the Chrome.
(3) Open a NTP.
(4) Click on Gear icon.
What is the expected result?
No option in the provided menu should be highlighted, until user selects or hover overs the options.
What happens instead?
"Chrome wallpapers" option is highlighted with a blue border.
Note:
1. Couldn't verify this issue on CrOS and Linux because of the issue 854075
