Regression : 'Accessibility' window appears blank in 'Element' section of devtools.

Issue description

Version: 69.0.3465.0 (Official Build)Revision afc58bd4f30a4cfcc0a11c73e3198f25ff133b1e-refs/branch-heads/3465@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.6)

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Now click on 'Accessibility' tab in 'Element' section and observe
 
Actual: 'Accessibility' window appears blank
Expected: 'Accessibility' window shouldn't appear blank

This is regression issue, broken in ‘M 69’ and will soon update other info :
Good build: 69.0.3463.0  (Revision: 567903).
Bad build: 69.0.3464.0 (Revision: 567918).

Correction in manual regression and OS info:
Good build: 69.0.3464.0  (Revision: 567919).
Bad build: 69.0.3465.0 (Revision: 568285).

Note : Will soon update the behaviour of Mac OS once Mac build #69.0.3465.0 will be available.

You are probably looking for a change made after 568366 (known good), but no later than 568367 (first known bad).

CHANGELOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

https://chromium.googlesource.com/chromium/src/+/10bcd527688d87ddb447377a85e81a46289d5774 has only Chrome OS specific changes and even those do not touch any UI components.

Not sure of the root cause of the bug.

Just FYI: I don't think this CL is even part of the build? https://chromium.googlesource.com/chromium/src.git/+log/69.0.3465.1/ was created 10 hours before my posting this but https://chromium.googlesource.com/chromium/src.git/+log/10bcd527688d87ddb447377a85e81a46289d5774/ landed 6 hours ago?

Sorry for spamming but how exactly did you bisect to this revision? https://storage.googleapis.com/chromium-find-releases-static/10b.html#10bcd527688d87ddb447377a85e81a46289d5774 does not have any release corresponding to it (yet). You probably need to check your bisect script.

With respect to comment #5 & 6:
We got all the good builds from the bisect tool in the below mentioned revisions :

Good build: 69.0.3464.0  (Revision: 567919)
Bad build: 69.0.3465.0 (Revision: 568285)

Hence we increased the Bad revision range (Revision: 568385) and got the combinations of Good and Bad builds in the bisect tool.

Update :
Again rechecked this issue on Windows (7,8,8.1,10),Linux (14.04 LTS) OS using the reported build #69.0.3465.0 and unable to reproduce the issue today.
