What steps will reproduce the problem?
(1) Launch Chrome.
(2) Enable the flags #ntp-backgrounds and #ntp-icons and relaunch the Chrome.
(3) Open a NTP.
(4) Create some browsing data so that some links are created in the NTP.

What is the expected result?
On the created links there should be an option to edit the link.

What happens instead?
On the created links there is no option to edit.
