Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3465.0 Safari/537.36 Steps to reproduce the problem: Open tabs in the background (middle mouse click or cmd + left mouse click). What is the expected behavior? The background tab loads completely and chrome://discards/ shows the loading state as 'loaded'. What went wrong? chrome://discards/ shows the loading state of the background tabs as 'unloaded'. Every tab only loads completely once clicked on, which means a significantly longer tab loading time. The attached screenshot shows the Wikipedia pages in an unloaded state. Did this work before? Yes Chrome 68 Chrome version: 69.0.3465.0 Channel: canary OS Version: 10.0 Flash Version: Disabling chrome://flags/#automatic-tab-discarding doesn't change this behavior. It works for me in Chrome Stable 67 and Chrome Beta 68, but regressed in Chrome Dev and Canary 69.
