OS: Mac 10.13.3 and Windows 10

What steps will reproduce the problem?
(1) Launch Chrome.
(2) Enable the flags #ntp-backgrounds and #ntp-icons and relaunch the Chrome.
(3) Open a NTP.
(4) Click on Gear icon.
(5) Click on "Chrome wallpapers".

What is the expected result?
In the dialog displayed to select images, "Daily Refresh" option should be present.

What happens instead?
In the dialog displayed to select images, "Daily Refresh" option is not present.
