Shelf one pixel above the bottom of the screen

Chrome Version: 68.0.3440.25 (Official Build) beta (64-bit)
OS: 10718.22.0 (Official Build) beta-channel samus

What steps will reproduce the problem?
(1) Maximize a window so that the shelf becomes semi-opaque.

What is the expected result?
Semi-opaque shelf should continue to the bottom of the screen.

What happens instead?
One line of pixels of the desktop background is visible below the shelf.

I'm not seeing this anymore on 68.0.3440.34 so unless you believe that this is broken on M-69 then feel free to close this issue.
