Issue descriptionWe should now be able to migrate master/slave groups for toolchain/canaries/pfqs from the chromeos waterfall to the swarming environment. So... let's do it.

We migrated the release builders, but saw problems running hwtests. I moved the slave builders back to buildbot with a revert, but left the master builder on swarming, which has worked fine. Waiting to make sure the PFQs are working correctly, but if so, the hard part of this bug is finished. I'll keep it open to cover migrating the many (now) unused build machines from the chromeos waterfall.
