command-c opens devtools instead of copying in canary

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3453.3 Safari/537.36 Steps to reproduce the problem: 1. go to any page with canary Version 69.0.3453.3 (Official Build) canary (64-bit) on MacOS 2. select something 3. click "control-c" to copy expected result: it copies the highlighted item to the clipboard actual: it opens devtools What is the expected behavior? it copies the highlighted item to the clipboard What went wrong? it opens devtools instead Did this work before? Yes I am not certain. I have auto-update turned on Chrome version: 69.0.3453.3 Channel: n/a OS Version: OS X 10.13.5 Flash Version: Numerous folks have reported this issue at https://productforums.google.com/forum/#!topic/chrome/lSLiS5OLRGM
