Bisect points to https://chromium-review.googlesource.com/1053159 as the culprit CL, but that should have no impact on Skia memory usage AFAIK. Additionally, each test run always got the "bad" value and it looks like this regression is simply returning to a previous steady state, so my guess is that this is just more perf testing weirdness.
