Android/Viz: Chrome very laggy

Issue description

Try WebGL Aquarium (https://webglsamples.org/aquarium/aquarium.html) with and without Viz and notice the difference in lag. With Viz the graphics are smooth for a few seconds, then stutter horribly until you somehow interact with the page (zoom in/out, scroll, etc.).

The lag is noticeable for everyday browsing too, not just WebGL.

Fady has noticed we're allocating too many LocalSurfaceIds. I suspect the stuttering is because of that. I'll investigate if this bug is still present after his fix.
