Android/Viz: Page randomly decides to refresh when scrolling up

I guess for some reason the browser thinks we're at the top of the page and decides to pull-to-refresh instead of scroll up. Doesn't happen consistently.

Honestly so far it's been very random. If you use Canary with Viz enabled for your daily usage you'll see it.

It just happened to me multiple times. Just go to yahoo.com and scroll up and down a lot.
