Start pages do not open at startup, loads about:blank instead

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36 Steps to reproduce the problem: 1. Set some start pages 2. Completely close all browser windows/tabs/task-bar 3. Open the browser again, expecting those start pages to open. 4. Instead Chrome opens only the about:blank page What is the expected behavior? Open the specified pages. What went wrong? It just opens the about:blank page. Did this work before? N/A Chrome version: 67.0.3396.87 Channel: stable OS Version: 6.3 Flash Version: Seems to only affect browsers that are signed-into chrome with a google account? Maybe some setting that is somehow folling that account from machine to machine. Previously (May 2018 and before) everything worked as expected.

Unable to reproduce this issue on reported version 67.0.3396.87 using Windows 7 with steps mentioned in comment#0. On re-opening chrome, seeing pages in startup tab but not about:blank. Attaching screencast for reference. @Reporter: Please check the screencast and let us know if we miss anything. This might be due to any of the extension added. Could you please check the issue by disabling all apps/extensions. Any further information on reproducing the issue would help in further triaging. Thanks!

Went through all my extensions one at a time, and found the that removing specifically extension for "VPN Unlimited" returned to the expected behavior. Been using that extension and service behind it for some time. So, not sure why they would start having a problem with the latest updates. But, that's their problem. Thanks.
