All the Swarming instances Web UI look alike, so it's easy to confuse two instances. This is problematic in the case of public/private ones.

Goal:
- Make it easy to spot which instance a user is browsing with a very visible property.

Proposal:
- Make the header background color CSS configurable via luci-config.
(Or whatever else that would be useful, yet simple to implement)
