Animating theme colour results in a lot of Jank

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3462.0 Safari/537.36 Steps to reproduce the problem: 1. Change the value of the theme-color meta tag inside RequestAnimationFrame callback repeatedly for a fade effect 2. View on Chrome for Android What is the expected behavior? The colour of the top navigation bar should fade colour What went wrong? It faded in a very janky fashion and other animations on the page also became janky Did this work before? N/A Chrome version: 69.0.3462.0 Channel: n/a OS Version: Arch Flash Version: Testing on a Note 8 so shouldn't be a result of an under-powered phone.

I've just realised I made a mistake. The version of Chrome I was using was 67.0.3396.87 on Android. Apologies, I created the issue on my desktop and it auto-filled the desktop version number

Request you to provide any sample test case to reproduce the issue as mentioned in Step-1 along with the screen cast of the issue. This helps us in reproducing and triaging the issue further.
