Block enrollment completed screen until TPM is owned

We should probably block the enrollment completed screen until the TPM is owned, once the slowest devices have reached EOL. That will let us finalize install attributes, etc and simplify that code. 

Putting on Igor's plate to figure out the feasibility of this.

Thank you for submitting this. I guess it is related to https://buganizer.corp.google.com/issues/80123722. Currently TPM initialization happens in a separate process concurrently. But there are few ways to check if it's owned.
