When refresh the browser by clicking the Refresh button while a dialog box (confirm or alert) is displayed, you can not activate focus in the Text field(Input or Textarea) after refreshing the page.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.79 Safari/537.36

Steps to reproduce the problem:
1. Open the document that contains the Textarea or Input Element
2. Input the `javascript: alert('Test')` in the browser address field to enter(Execute a dialog(confirm or alert).
3. Click the Chrome browser refresh button while the dialog is displayed.
4. Page refreshed, click the text field(Textarea or Input Element)  and try typing any keys.

What is the expected behavior?
The typed text must be shown in the text field.

What went wrong?
Nothing was entered. The text field appears to have no focus.

OS Version: 7 SP1

@Reporter: Could you please share a sample test document/URL which helps us to triage the issue further in a better way as we are unable to see any issues when checking it on a common webpage which has input field on reported chrome version 67.0.3396.79 using Windows 10. Any further inputs from your end may be helpful

Able to reproduce the issue on reported chrome version 69.0.3463.0  also on latest chrome 69.0.3464.0 using  Windows 7 and Ubuntu 17.10.  

Note: Issue is not seen on Mac10.13.3 

Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.
