Issue descriptionChrome Version: 69.0.3463.0/10793.0.0 dev-channel Daisy,Reks and Candy OS: Chrome What steps will reproduce the problem? (1)Recover build -> In OOBE screen -> click on Uber Tray -> now click on 'No network' (2)Observe Wi-Fi is turned on -> Now disable Wi-Fi and click on 'Previous menu' option (3)Again click on 'No Network' and observe Wi-Fi is turned on automatically without enabling toggle button (Please refer Video) Expected: Wi-Fi should get turned on after enabling toggle button Actual: Instead Wi-Fi is turned on automatically without enabling toggle button This is Regression Issue as same is working fine in M-68

Really? That seems a bit problematic. We don't have an 'airplane' mode, so if a user has WiFi disabled and wants to disable Mobile also, this would make that a bit awkward (the user would have to re-disable WiFi). It's an edge case for certain, and I can't immediately think of another use case, but it's still questionable UX to implicitly enable something that way.

This is a new behavior and is WAI, if user is looking for Wi-Fi, that is, clicked to open Wi-Fi list, we should also enable Wi-Fi to start looking for the connection. User can always disable again if that's what they wanted.

Regarding mobile, the user could disable both if they really wanted to, or she could go to settings instead of quick settings. Us giving a shortcut in Quick Settings is just a shortcut for *common* use-cases. Note that we are thinking of adding Airplane mode in general, however, Airplane mode is now considered more about mobile data rather than Wi-Fi/Bluetooth as it used to be (now airplanes allow you to run Wi-Fi and Bluetooth throughout the whole flight).
