Regression: Upper border of "Pack extensions/Load unpacked" buttons are seem to be chopped on Extensions page.

Issue descriptionChrome Version: 69.0.3464.0 (Official Build)3c26b60e3842fee660bcff5eb35aa0587d795f02-refs/branch-heads/3464@{#1} 32/64-bit. OS: Windows(7,8,8.1,10). What steps will reproduce the problem? 1. Launch Chrome, navigate to chrome://extensions page and completely resize the browser from RHS to LHS. 2. Enable the 'Developer mode' toggle button and press "Tab" key 3 times so that focus reached to 'Update' button. 3. Press "Shift + Tab" key from keyboard to bring back to focus on "Pack extensions/Load unpacked" button and observe. Actual: Upper border of "Pack extensions/Load unpacked" seems to be chopped. Expected: Upper border of "Pack extensions/Load unpacked" should seen properly. This is a regression issue, broken in M-68 series, below is manual regression range. Good build: 68.0.3426.0 (Revision: 557429) Bad build: 68.0.3427.0 (Revision: 557758) Unable to provide the bisect using has-bisect-per-revision script, hence providing the bisect using old script: Narrow bisect: You are probably looking for a change made after 557720 (known good), but no later than 557724 (first known bad).
