Installed PWAs on the NTP should use manifest icons

I don't know what they're using now but it isn't the manifest icon

I thought this work was done and launched since M61: https://chromium-review.googlesource.com/832267 removed the feature toggle for it.

Hmm ... maybe because I'm using PWA Anything it's not picking up the icons. I'll try to use a real PWA on desktop enough to get it to appear on the NTP.
