Inspect doesn't trigger on ::first-letter click

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Add some styles to an element's first letter (any will do(?)). Or visit https://codepen.io/sindre/pen/vrWzNN
2. Try to inspect the first letter, see that DevTools recognizes it as its own element, though it doesn't trigger
3. Alter the ::first-letter styles in DevTools. DevTools now triggers when you inspect the first letter

What is the expected behavior?
Open the DevTools styles tab on that element

What went wrong?
The click never registers

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 10.0
Flash Version: 

Firefox never lets you inspect the first letter at all. Perhaps a solution would be either that or the behaviour after the element is altered.

Tested this issue on Windows 10 and Mac OS 10.13.3 on the reported version 67.0.3396.87 and the latest Canary 69.0.3465.0 by following the below steps.

1. Launched Chrome and navigated to https://codepen.io/sindre/pen/vrWzNN.
2. Inspected on the first element on the Codepen and on ::first-letter in Styles tab, able to alter the value and click on the same.
Attached is the screen cast for reference.

Request you to check and confirm if anything is missed from our end in triaging the issue.

Also request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

First letter is not an element, it can't be selected. SO I guess this is working as expected. Or what are you trying to do under this use case?
I used ctrl+shift+c to select the element. The L shows up as its own "element", but nothing happens when you try to click it.
