Non-Regression: WiFi gets connected automatically on clicking 'Add other WiFi network' in 'Network not available ' page

Issue description

Chrome Version:69.0.3463.0/10793.0.0 dev-channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user and Sign out 
(2)In Sign out screen >>disable WiFi
(3)Click on 'Add Person' >> 'Network not available' screen is seen
(4)click on 'Add other WiFi network' and observe 

Actual: WiFi gets connected automatically on clicking 'Add other WiFi network'
Expected: WiFi shouldn't get connected while clicking on 'Add other WiFi network' to open Join WiFi overlay

Raising this as a Non-Regression issue as the 'Add other WiFi network' in 'Network not available' screen is a new feature seen from M-69

Issue is not applicable to Linux and Windows

The behavior here is a little confusing, but not unexpected. i.e. this is WAI.

Chicking 'Add other WiFi network' first enables WiFi (so that a network can connect). If a remembered network is available, it will automatically connect.

We could probably improve this by showing the 'enable WiFi' UI here instead.

Yeah I'm wondering why we say "Add other WiFi network" instead of "Enable WiFi". "Add other WiFi network" should be a subset of the Wifi list once it's re-enabled.

Doest that make sense?

Yep. I think we did it this way to keep the UI simpler (i.e. have a single UI element to both enable WiFi and join other), but now that we are sharing components with Settings it won't be as much work to handle the two cases separately.
