What steps will reproduce the problem?
(1) During the OOBE flow, select a display language that uses an IME (e.g. Japanese)
(2) Log into the Chromebook
(3) Press Ctr+Space

What is the expected result?
The input method toggles between the selected keyboard and the IME for the display language.

What happens instead?
Nothing.
