System tray is left opened when settings is opened by ChromeVox |

Issue descriptionChrome Version: ToT OS: Chrome What steps will reproduce the problem? (1) Enable ChromeVox (2) Open system tray and activate settings button. (3) Setting opens. What is the expected result? System tray should be closed. What happens instead? System tray is left open.
