We aren't blocking chrome updates on Mac OSX 10.9, still gets updated to M67

Issue description

Chrome Version: Not Applicable
OS: Mac OSX 10.9.5


What steps will reproduce the problem?
(1) Install Chrome from https://www.google.com/chrome/
(2) Verify the version number should be 65.0.3325.181
(3) Check for updates from "Chrome://help"

What is the expected result?
Since we have deprecated 10.9 shouldn't get any updates.

What happens instead?
Getting updated from 65.0.3325.181 --> 67.0.3396.87

Fixed.

The issue here was that fixing this had two steps back in April: fixing the existing restrictions on builds and landing a fix for all future builds as well.

Turns out despite landing the future-build fix in April, we haven't pushed a new version of the service since then (so the fix was not in prod). :(

Adding some notes for posterity:
 • Beta/Dev/Canary users were updated to M68 or higher for the same reason.
 • There was a follow-on issue from June 18th to June 26th where stable OSX 10.9 users would be updated to M66.
 • We are now serving M65 to all users on 10.9, regardless of channel.
 • However, we will not automatically downgrade users back to M65 if they have a higher version.
