Window overview mode issues with Chromevox/touch

Issue description

OS:Chrome 68

1. Turn on ChromeVox
2. Press the Window overview mode key
3. Use touch to try to swipe linearly or explore with ChromeVox.

This UI isn't working well with ChromeVox and touch. If you have multiple windows open showing in this mode, and you try to use linear swiping to get from one to the next, it's not working. Focus gets trapped and you can't reach all the windows.

Also, the X close buttons are not associated with the windows, so if you are swiping linearly you hear "window..." then "close button" but you don't know if this close button is for this one or the next one. These need to be associated so it says which window you are closing if you press the X button. 

How this should work:
- When you press the Window overview key and reach that mode, there should be a spoken alert informing the user "window overview" 
- From here, you should be able to swipe one finger from left to right or right to left to move through all window tiles here, and close X buttons.
- Each close X button should be associated with the window so the user can easily tell which window they would be closing if they pressed that button. 


 
Also, noticing that the orange Chromevox focus ring seems to be pretty far off in this mode and needs further investigation to be lined up with the tiles.
