Disable window dragging and split screen with Chromevox on |

Issue descriptionOS: Chrome Since window dragging and split screen do not currently work with ChromeVox on, we should disable those features when the ChromeVox screen reader is on, as to not get the user in an usable state. We should figure out how to make split screen work more intuitively for a screen reader user using touch in the future, but for now, let's reduce the complexity by disabling this. Omri, can you please triage?

Sure. Just to clarify, for M71, do we want to disable window dragging and splitscreen when Chromevox on, or do we want to find a way to make window dragging and splitscreen work more friendly when Chromevox on?
