hterm: Terminal not adhering to OS keyboard shortcuts

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.22.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.25 Safari/537.36
Platform: 10718.22.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Open Terminal application 
2. Attempt to use keyboard short cuts (e.g. ALT-], ALT-=
3. 

What is the expected behavior?
Dock the window to left or right and or maximize window. 

What went wrong?
Does not work. 

Did this work before? N/A 

Chrome version: 68.0.3440.25  Channel: dev
OS Version: 10718.22.0
Flash Version: 30.0.0.122

this is WAI: by default, Secure Shell grabs all your keyboard bindings.  if you want to let the OS capture them, then update your preferences.  the FAQ explains this:
