Windows only maximize correctly every second time

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36 Vivaldi/1.97.1207.23841

Steps to reproduce the problem:
1. Download any app *other than Chrome* built on top of Chromium like Opera, Vivaldi, Tidal, Slack, Spotify,...
2. maximize it
3. unmaximize it
4. maximize it

What is the expected behavior?
They maximize correctly every time

What went wrong?
Every second attempt a margin and a native bar appear above the window

Did this work before? N/A 

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 10 1803 (RS4)
Flash Version: 

This was fine in Windows 10 1709 and is broken in 1803.
This works in Chrome, but is broken in all other Chromium-based apps.

As per comment #0 we have tested this issue on reported chromium version 67.0.3396.0 using Windows 10 as we are unable test on dot builds. Attaching screen-cast for reference.
Steps:
--------
1. Launched chrome version 67.0.3396.87 and chromium version 67.0.3396.0.
2. Downloaded Spotify and added to chrome/chromium 
3. maximized and minimized browser as per comment #0

We have observing same behavior on both maximizes.

@Reporter: As we are unable to reproduce the issue from  our end.Could you please provide the sample URL where your facing the issue which help us for further triaging it.

#2 I guess you misunderstood my report. This is not about a soon-to-be-deprecated Chrome App, but all standalone programs built on top of Chromium / Electron.
You need to download any of those, e.g. https://downloads.vivaldi.com/stable/Vivaldi.1.15.1147.47.exe or https://central.github.com/deployments/desktop/desktop/latest/win32 ;)

btw Opera fixed this issue in its minor update .99 of version 53. Maybe they'd like to upstream their fix...
