Two-Finger Scrolling Stops Working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Visit any web page and scroll using two fingers on a touchpad. It randomly stops working.

What is the expected behavior?
Two-Finger scrolling should move the page up/down and left/right when you swipe your fingers up/down and left/right.

What went wrong?
Scrolling stops working in the current tab on the current page.

Did this work before? N/A 

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 10.0
Flash Version: 

I found several interesting behaviors:

- Scrolling continues to work in other tabs. 
- Switching back to the tab that stopped scrolling does not solve the problem.
- The mouse continues to work otherwise (ie. triggers typical mouse events like clicking, hovering, etc.)
- Two solutions seem to temporarily fix the issue:
-- Refresh the page.
-- With a touchscreen, put a finger on the screen and swipe up/down. You just need to move the page and scrolling begins to work on the touchpad again.
- I can only confirm this happens on Windows 10 all versions. 
- If you open a dialogue box to do something like save the page or print the page, the mouse will still work and you can see the effects of the mouse behavior but the cursor stays hidden in the background. Scrolling still will not work on the page after cancelling.

As per comment #0 we have tested this issue on reported chrome version 67.0.3396.87 using Windows 10.

Steps:
--------
1. Launched chrome
2. Navigated to "https://en.wikipedia.org/wiki/India" and "https://edition.cnn.com/"
We have observed that the two finger scroll is working fine

@Reporter: As we are unable to reproduce the issue from  our end.Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags. Let us know whether issue still persists.

I should have mentioned that I am using a Surface Pro 3 and a Surface Book with the performance base. The surface book is new to me with a new re-installation of Windows 10 and a new install of Chrome with no extensions or any default settings changed. The reason I filled this as a bug was because I realized it's not related to my profile it extensions.

As per you comment #3 we have tested this issue on reported chrome version 67.0.3396.87 using Windows 10 Surface pro and followed the steps mentioned in the comment #0.

@Reporter: As we are unable to reproduce this issue from our end.Could you please provide test URL where you are facing the issue which help us for further triaging it.

It's happened on almost every page including:

https://bugs.chromium.org/p/chromium/issues/list


Additional info: It's extremely random so I'm not sure it would be easy to reproduce. Where I've noticed it most is often when scrolling pages like news feeds, search results, etc.. Often I noticed it after pausing (with fingers still on the touch pad) to read a comment and I try to swipe up to continue reading and it doesn't scroll anymore.

Unable to reproduce the issue on chrome reported version 67.0.3396.87 using Windows-10 Surface pro. As per comment# 2 & 5, unable to reproduce the issue from TE end. Could someone from the UI team have a look at this issue, hence adding TE-NeedsTriageHelp label.
