Using this CSS on hyperlinks, buttons, even plain text causes misaligned false border(s) to render.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
Add some weird two-layered background to the page body, like "background: url(//b.thumbs.redditmedia.com/QFPOtHgR2LYAjK_4G8m50xl_o9KNnC5f9Q_RB6yRL2k.png),rgba(111,173,80,0.75);" 

	The weird stretched out borders/lines where there should be any is absurd and out of my control. It even will flash on/off some more misplaced false borders in sync with the text field cursor, every time it blinks, if a field is selected.

I will include a link to the page where it happened. Stuff REALLY starts to happen fast if you try the Subreddit logo on the header. In addition to this, some borders on elements like the Subreddit subscription list will refuse to go away or will disappear only after more have appeared, certain time passed, something like that.

What is the expected behavior?
To render normally.... like.... borders for :hover element to show up properly, text elements to not have a random border on them when hovered over unless specified. 

	And most of all to NOT have random lines be stretched out and also to not disappear after the mouse leaves whatever triggered them!

What went wrong?
Well, as I said, it likes to do stuff like this for some reason, where it will just render random lines across the screen when/where they never should appear. They aren't even properly positioned with the element they belong to! Some of them are even triggered by multiple ones! 

Why? Idk, this is something that doesn't make any sense considering how it started to begin with.

Did this work before? Yes It's been in Chrome for a while and still works on the latest one (67.0.3396.87) as of June 16, 2018.

Reporter@ Thanks for the issue.

Able to reproduce this issue on Windows 10 and Mac OS 10.13.5 on the reported version 67.0.3396.87 and the latest Canary 69.0.3463.0 as per the original comment.
Unable to reproduce the issue on Ubuntu 14.04.

On navigating to the link https://old.reddit.com/r/OtherWorldlyGamers/ and clicking on any fields, can observe few borders rendering.
Attached is the screen shot for reference.

This is a Non-Regression issue as this behavior is observed from M-60 chrome builds.
Hence marking this as Untriaged for further updates from Dev.

Thank you for responding.

I have removed the broken CSS lastweek, if you still need the stylesheets in order to continue debugging feel free to use the one in the screenshot since I don't have the entire file on my PC at the moment.
