Closing chrome notification on MacOS triggers onClicked event

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Create a Chrome Extension that creates notifications through chrome.notifications API
2. Add onClicked event listener for notifications

What is the expected behavior?
When clicking on close button on MacOS, it should just close the notification, like it does on Windows.

What went wrong?
Clicking on close button on MacOS triggers onClicked event.

@Reporter: As it would be out of scope for ET team to create an extension which in turn creates notifications, hence requesting you to share a sample test extension/file which helps us to triage the issue further in a better way.
Status: WontFix (was: Unconfirmed)
Mac triage: WontFix - missing repro case.
