[MdRefresh] Request: Make the position of the Omnibox text fix, whether the PopUp is open or not

Issue description

Chrome Version: Canary 69.0.3461.2
OS: macOS 10.13

What steps will reproduce the problem?
(1) Enable #upcoming-ui-features in about://flags
(2) Press CMD-L to focus the Omnibox
(3) Type an address into the Omnibox
(4) Press enter

What is the expected result?
A fixed position of the Omnibox text, without shifting it to the left or right.

What happens instead?
Step 3 shifts the Omnibox text to the right, to be aligned with the Dropdown text.
Step 4 shifts the Omnibox text to the left, so that the Lock icon is again centered between Omnibox border and text. 

The CL https://chromium-review.googlesource.com/1090073 changed the position of the Omnibox text, whether the PopUp is open or not.

From an users view, I find this "shifting animation" is a little bit distracting :(

Okay, shifting the text fix to the right would make the Lock icon no longer be centered, but maybe a divider would help :)

A screencast of the problem is attached. I also attached, two screenshots how it would look with more space to the right; with and without a divider.
