Animated SVG as a background not showing the animation

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

What is the expected behavior?

What went wrong?
During usability testing of our app (Cisco System’s Data Center Network Manager), our QA discovered a regression where our loading SVG’s are not animating. The animated SVGs are rendered as a background image of a container (div, p, etc.).

Upon further investigation, we see this issue started occurring in Chrome build 67. We are not able to reproduce this in Safari, FireFox, or IE.

Cisco DCNM is used by thousands of customers in the field and all existing versions will face this problem due to the Chrome update.

Thank you for taking the time to file this with a minimized testcase.

This was a regression in M67 but wasn't found until the stable release. Last week this was fixed in Canary and the fix has been merged to M68 (beta) and M69 (canary, dev). I verified your testcase now works in Canary.
