What steps will reproduce the problem?
(1) Disconnect device from the network
(2) Reboot
(3) Open system try and click on date

What is the expected result?
The UI to manually update the time should be shown.

What happens instead?
Nothing happens.

The feature works in the 'old' version of the system tray.
