Don't preload gaia/oobe on lock screen

It looks like LoginDisplayHost currently unconditionally preloads gaia/oobe. We should only do this on the login screen.

I meant LoginDisplayHostMojo is only created for views login, which will preload oobe webui.

Views lock screen does not use LoginDisplayHostMojo so we won't do preload there.
