Disable Bluetooth toggle in settings page for non-primary users

Issue description

Since Bluetooth power is now a user preference, it is confusing if the non-primary users can control the Bluetooth power, too.

settings: Disallow non-primary users to change Bluetooth settings

Since Bluetooth power preference became user-specific, we disallowed
non-primary users to change Bluetooth power setting for UX consistency
with system tray.
